Russians and Belarusians are currenty banned from entering Latvia for the purposes of tourism and cannot cross the border from their home countries to do so. However, it appears that some are evading the ban by travelling to countries with a more friendly attitude to the aggressor states and obtaining Schengen visas from them – which allow travel throughout all Schengen zone countries.
