On a per capita basis, Belgium had the highest general government debt in Europe at €56,400, while Bulgaria and Estonia had the lowest debt at €4,400 and €6,900, respectively, according to the FDP.
Latvia is still among the countries with a relatively low level of general government debt - 48% of gross domestic product (GDP) - and meets the Maastricht criterion of keeping debt below 60% of GDP, the FDP said.
