In Latvia, ordering narcotic substances is a criminal offence. Andrejs Grišins, head of the Tax and Customs Police, said: "We understand that in most cases young people order and use these 'products' because they are unaware of the consequences of such actions – damage to their health, very serious legal liability and its negative impact on their future opportunities."
