"Since 2022, and since the full-scale invasion of Ukraine by Russia, Latvian exports to the aggressor country have decreased insignificantly. At the same time, the number of companies involved in transactions has increased. This is explained by the fact that re-exports are included in these figures — Latvia is increasingly being used as a transit country, so these goods were sent not from Latvia, but through it. Meanwhile, compared to the previous year, last year saw about half as many instances of goods subject to sanctions crossing the borders of Latvia and Russia or Belarus. In terms of sanctions violations, Latvia is one of the record-holding countries," said Raimonds Zukuls, director of the Customs Department of the State Revenue Service (SRS), during a discussion on Latvian Radio. The volume of trade between Latvia and Russia in 2025 exceeded almost one billion euros in imports, exports, and transit of goods. The most exported goods from Latvia are consumer products — beverages and alcohol, clothing, footwear, cosmetics, and pharmaceuticals. However, the total volume of transactions since the full-scale invasion of Ukraine by Russia has decreased. Imports have significantly dropped since 2022: from 1.8 billion euros to just under 100 million euros last year. Exports, however, remain at a similar level — less than one billion euros. In 2021, fewer than a thousand Latvian enterprises exported to Russia, while last year about 200 did. However, Janis Salminsh, Deputy State Secretary of the Ministry of Economics, commented that the ministry does not plan to update the list or name the companies involved in transactions with aggressor countries. The data would not be complete, as many logistics companies only re-export goods through Latvia.
