The Riga City Court denied the former director of the Department of Urban Development of the Riga City Council, Ilze Purmale, her claim against the municipality. Purmale sought to have her dismissal recognized as unlawful, to be reinstated in her position, and to recover more than **43,500 euros** for the time of forced absence and over **9,000 euros** in legal expenses. However, the court concluded that the municipality's decision to dismiss her was justified. The conflict arose from a revitalization project in the Skante area. Following an internal investigation, a disciplinary case was initiated against Purmale, and in December of last year, the Riga City Council terminated her employment contract, citing a loss of employer trust. The court agreed with the findings of the disciplinary commission that the department head failed to ensure proper oversight during the change of contractors. As a result, contaminated soil generated during construction work was not removed in a timely manner and still remains on private land plots. Furthermore, the court noted that after the termination of the initial contract, decisions that could have mitigated legal and property risks for the municipality were not made in a timely manner. Additionally, in the court's opinion, the city management was not promptly informed about the potential consequences. At the same time, the court specifically stated that it did not find evidence of intentional actions, personal interest, or intent to harm the municipality on Purmale's part. Nevertheless, the court concluded that this was not a single mistake but rather long-standing deficiencies in the organization of work. For this reason, the dismissal was deemed proportionate and in accordance with the requirements of the Labor Law. This means that the first instance court confirmed the right of the Riga City Council to terminate the employment contract with the former department head based on a loss of trust. The decision has not yet entered into legal force and may be appealed to the Riga Regional Court.
