The Ministry of Transport has submitted a draft regulation for approval, which provides for the launch of a new electronic service by CSDD. If the changes are approved, from January 2, 2027, drivers will be able to renew or replace their driver's license remotely. Currently, it is necessary to personally visit the CSDD service center in all cases to obtain a new license. During the visit, employees check compliance with all established requirements, and when replacing the document, they update the owner's photo and signature. After the new rules come into effect, drivers who already hold Latvian licenses and whose data is recorded in the state register will be able to apply for a new license through electronic services. However, not everyone will be able to use the service. One of the conditions is that the photo and signature sample in the CSDD database must have been taken no more than five years ago. If this data is outdated, a visit to the service center will still be necessary. To prevent fraud, access to the system will be carried out through the Unified Authorization Module. In addition, CSDD will automatically check whether all requirements for issuing a new license have been met, including passing a mandatory medical examination and having no unpaid administrative fines that would prevent the issuance of the document. A new driver's license can be obtained in several ways: by mail, through a parcel terminal, or in person at the CSDD service center. After receiving the new document, the driver must destroy the previous license, as only the most recently issued one is considered valid. If the project is approved, the new rules will come into effect on January 2, 2027.
