According to the prosecutor's office, Balamovskis was held accountable for document forgery for selfish reasons and for using a forged document. The investigation established that on one day in November and eight days in December 2025, the official used the service car assigned to him for personal trips unrelated to the performance of his official duties after the workday ended. To conceal these trips and avoid his own expenses for transport and fuel, he entered false information in the route sheets. According to the documents, the car allegedly started and finished its route at the service parking lot, although it was actually used for personal purposes. The prosecutor's office emphasized that no material damage was caused to the Riga municipality. The criminal case concluded in early July with the prosecutor issuing a punishment order. In addition to a fine of 7800 euros, the former head is prohibited from holding positions as a public official for one year. Latvian legislation provides for penalties for such crimes of up to four years of imprisonment, community service, probation supervision, or monetary fines, as well as a ban on holding certain positions for up to five years. Previously, Balamovskis voluntarily left the position of director of the department. He admitted that he indeed used the service car to get home after work, but did not reflect these trips in the route documents. According to the former official, the violations occurred during a period of particularly high workload when the department was simultaneously preparing the budget for the Riga City Council, transitioning to a Unified School, and planning a reform of the school network. He noted that at that time he regularly performed official duties even after the official workday ended. Balamovskis also stated that he acknowledges the violations and takes responsibility for the mistakes made.
