The law was considered urgently and will come into effect on August 22. On this day, the traditional Lamprey Festival will take place in Carnikava. The deputies supported the alternative bill developed by the Saeima Commission on State Administration and Local Government. The initiative was originally proposed by Saeima Speaker Daiga Mierina (SZS), Oleg Burov ("Honor to Serve Riga"), Ingmar Lidaka ("United List"), Harijs Rokpelņš (SZS), Jānis Grasbergs (National Alliance), Ināra Mūrniece (National Alliance), Raimonds Čudars ("New Unity"), and Andrei Celjapiter. As one of the initiators of the bill, former chairman of the Carnikava municipality, and now Saeima Speaker Daiga Mierina explained at the commission meeting, the idea of granting city status to Carnikava has been discussed for over ten years. According to her, Carnikava is the largest settlement in Latvia and meets the legal criteria, as it has more than 5,000 permanent residents. According to the annotation to the bill, in terms of population, infrastructure development, availability of services, and its significance in the Adazi region, Carnikava already effectively meets the status of a city. The authors of the amendments note that the current procedure for granting city status has proven to be excessively complicated, lengthy, and costly, as it requires land management work, clarification of boundaries, and fulfillment of other formal requirements not directly related to granting the status. In this regard, the amendments provide for granting Carnikava city status directly by law. According to the authors, this will help avoid excessive administrative burdens, legal uncertainty, and unjustified expenses, while simultaneously solidifying the status of the settlement in line with its actual development.
