The Ministry of the Interior notes that the case of Jeffrey Epstein has highlighted the mechanisms of recruiting minors for sexual exploitation and has shown that human trafficking is closely linked to crimes against the sexual integrity of minors. These criminal acts often share similar recruitment methods, similar at-risk groups, and overlapping forms of exploitation. Therefore, preventing human trafficking should be considered in conjunction with other cases of sexual violence against children and sexual exploitation, with greater attention paid to cases related to profit-making. Available statistics on minor victims show that crimes against the morality and sexual integrity of children are most frequently registered, accounting for 45.2% of all types of crimes against the victim. The second largest group of victims consists of victims of cruelty and violence (27.8%), followed by crimes against life and health (10.4%) and property crimes (5.3%). Thus, sexual violence and other crimes against the sexual integrity of children remain one of the most serious child safety issues in Latvia, the Ministry of the Interior indicates. An analysis of information about the location of crimes shows that crimes against morality and sexual integrity are primarily committed in real environments - at the place of residence, in public places, or in other physical environments, that is, in about 75% of cases, the report states. In such cases, the suspect is most often an adult male, and the victim is a minor girl. Furthermore, the perpetrator is most often known to the victim. About 15% of such crimes are committed in the online environment. In the real environment, rapes, sexual violence, and sexual acts with individuals under the age of sixteen prevail. In turn, in the digital environment, coercion to engage in sexual acts is more common. In the online environment, violations of the rules regarding the circulation of pornographic materials are also quite frequently noted. Materials of child sexual exploitation that enter the internet can be disseminated and reused uncontrollably, thereby causing lasting harm to the victim. The fight against child pornography online is becoming increasingly difficult, as criminals exchange not only prohibited materials but also methods for finding potential victims, as well as ways to avoid detection, the Ministry of the Interior acknowledges. Factors contributing to the commission of sexual crimes include the employment of individuals caring for children, which creates situations where a child is left alone with a potential abuser for extended periods, high activity of children on the internet and social media, early sexualization, the influence of older children, insufficient knowledge about risks in the digital environment, as well as excessive consumption of alcoholic beverages, the report states. Although Latvia has generally established a comprehensive regulatory and institutional framework for protecting children from sexual exploitation and human trafficking, the Ministry of the Interior acknowledges that there are several areas requiring improvement.
