On August 10, the City Development Committee of the Riga City Council will review a report on the reform of the water transport system and dock management. The document proposes transferring all responsibility for this area to the Department of External Space and Mobility (DVPМ), as well as creating a unified management model for the urban water area. Currently, powers are divided between two departments, which conduct auctions for dock leases under different rules. Additionally, some issues are not assigned to any of the divisions, and information about municipal docks is not collected in a unified system. To address these problems, it is proposed to recognize all municipal docks as objects of transport infrastructure and transfer them to the DVPМ. At the same time, it is planned to develop new mandatory rules regulating the development of water transport in the capital. One of the main goals of the reform is to integrate water transport into the overall urban mobility system, so that it becomes another mode of public transport, rather than just a tourist service. The project provides for the creation of three categories of docks: for regular passenger routes, long-term leases, and short-term vessel parking. All municipal docks are planned to be leased through auctions under unified rules. Unlike the current system, not only the proposed price will be evaluated, but also other criteria. According to the authors of the reform, this will improve service quality and avoid situations where lease costs rise without service improvements. There is also a consideration for implementing a digital booking system for short-term docks. It is assumed that it could operate based on the Mobilly app, allowing users to remotely book a spot for a vessel and pay for parking at an hourly rate. Particular attention is given to the development of regular passenger transport. As a pilot project, it is proposed to organize a route between Bolderāja and Vecmilgrāvis, which will operate from May to September. The preliminary cost of a single trip is estimated at 1.50 euros, and at the initial stage, it is planned to perform two trips in each direction in the morning and evening. The operator will also be able to independently include additional stops in the route and will be required to keep track of passenger flow and collect user feedback. In addition to launching the new route, it is proposed to change the designation of the dock on November 11 Embankment between the Stone and Railway Bridges, making it a stop for regular water transport. Plans also include the construction of new docks, reconstruction of a section of the November 11 Embankment, and cleaning of the Zundas and City canals. The idea of developing water communication arose after residents requested the organization of a regular ferry service between Vecmilgrāvis and Bolderāja. The corresponding collective initiative was supported by 2,331 people, after which the Riga City Council commissioned an assessment of the possibility of launching such a route. If the committee supports the report, the next step will be to prepare a pilot project. After the meeting, the deputies of the Riga City Council also plan to travel the proposed route on a vessel to evaluate it in practice.
