According to Chinese meteorological services, 'Dolphin' struck the coast near Yuhuan in the eastern province of Zhejiang on Sunday. The maximum sustained wind speed near the center of the hurricane at landfall was 42 meters per second (151 km/h), which corresponds to a Category 1 hurricane on the Saffir-Simpson scale. Authorities evacuated workers on offshore platforms to safe locations, ordered vessels to return to port, and intensified inspections of reservoirs, mountain streams, landslide-prone areas, construction sites, and tourist spots. Transportation in the eastern part of the country was significantly disrupted, with over one million people evacuated from their homes. In Zhejiang province, the city administration of Wenzhou relocated over 900,000 residents and opened more than 1,000 temporary shelters. In Fujian province, authorities evacuated 98,900 people from high-risk areas after raising the typhoon response level to the third level, according to Xinhua News Agency. The third level of emergency response was also activated in Zhejiang, Shanghai, and Jiangsu provinces. Maritime authorities in Fujian province reported the suspension of 55 coastal passenger ferry routes, the halt of all 115 marine construction projects, and the relocation of 290 construction vessels to sheltered waters. According to VariFlight, a flight tracking company, around 1,500 flights had already been canceled in Shanghai. The Shanghai Maritime Safety Administration reported that Yangshan Port had cleared berths for vessels and moved over 500 small and medium-sized ships to shelter ahead of the typhoon. The Ministry of Water Resources warned of severe flooding risks as water levels in rivers in the most affected areas could rise above critical levels. Authorities also warned of a high risk of geological disasters in some areas of Zhejiang province, and residents in areas under a red alert for mudslides were advised to follow local evacuation orders. After making landfall, 'Dolphin' is expected to move westward, then slow down over central and southwestern China and gradually weaken.
