Regular passenger water transport between Bolderāja and Vecmīlgrāvis could start as early as April next year. Such plans were presented by representatives of the City Development Department at a meeting of the City Development Committee of the Riga City Council. In the first phase, the transport will be organized as a five-month pilot project. It is planned to operate two trips in each direction in the morning and evening. The main goal of the project is to understand how in demand this type of transport is. During the trials, the municipality intends to assess passenger flow, calculate future costs, and determine what investments will be needed to develop the route. The ticket price is expected to be set at the level of city public transport — 1.50 euros. Additionally, during the pilot project, passenger surveys will be conducted to gather feedback on the new route. It is provided that the operator will be able to add additional docks to the route if necessary. Importantly, this is not about launching permanent river transport yet, but rather a testing phase. Its results should show whether it is worth developing such transport on a permanent basis. In a broader context, the Riga City Council is considering two options for the development of water transport: supporting private carriers or creating a full-fledged public water transport system under municipal management. At the same time, the city intends to carry out a large-scale reform of the management of this sector. It is proposed to transfer all responsibility for water transport and docks to the Department of External Space and Mobility, which will also develop unified rules for the industry. Currently, the management of docks is divided between two departments, resulting in different approaches to conducting auctions, and some issues remain without a responsible authority. The reform provides for the creation of three types of municipal docks: for regular passenger transport, long-term leasing, and short-term vessel parking. Additionally, it is planned to modernize the existing infrastructure and tidy up navigation signs. The initiative to launch the river route arose after residents' appeals. A petition requesting regular communication between Bolderāja and Vecmīlgrāvis was signed by 2,331 people.
