Today, the Saeima's Defense and Internal Affairs Committee reviewed the amendments that were submitted to the immigration law returned by the president. It is very important to clarify: according to the Constitution, deputies and ministers are allowed to submit changes only to those articles and to those formulations of articles that the president pointed out or, more precisely, on which he had objections. Therefore, some amendments were not even considered, as they did not comply with the procedure for the repeated consideration of the law. But interestingly, the amendment that corresponded to the spirit and letter of the president's letter to the Saeima was ultimately rejected by the committee. Thus, the head of state, in returning the law, urged parliamentarians to preserve the opportunity for citizens of friendly Latvia states - EU, NATO, OECD countries, and other countries whose citizens do not require a visa to enter Latvia, to obtain a residence permit in exchange for purchasing real estate. In accordance with the president's wishes, the Ministry of Economics prepared its amendments. The amendments would allow the treasury and entrepreneurs to benefit and would contribute to the development of the real estate market and attracting investments. However, the majority of committee members, fearing the wrath of voters, many of whom do not like even wealthy foreigners, rejected these proposals from the Ministry of Economics. What’s next? Most likely, during the consideration of the amendments at the Saeima plenary session on August 20, the Ministry of Economics' proposals will be rejected. Theoretically, since the law returned by him will still be amended, the president can return it to parliament again. However, he will certainly not do this - in the conditions of pre-election hysteria, there is no point in trying to amend such a highly politicized law. In November, a new Saeima will take office, and Rinkēvičs can quite possibly come forward with various amendments to the immigration law. And then the chances that deputies will listen to the president will be significantly higher.
