The aim of the action plan will be to improve mobile coverage in crisis situations and to restore communication promptly. At the same time, according to the minister, it is important to strengthen the capacity of the Crisis Management Center and its ability to coordinate the cooperation of various services and institutions in emergencies. The action plan to enhance the resilience of the telecommunications sector will cover both opportunities for improving regulation and the necessary measures and investments to strengthen critical infrastructure. The ministry emphasizes that electronic communication today is not just a commercial service - in emergencies, it is part of the state's critical infrastructure. In cases where people cannot contact their loved ones, obtain relevant information, or reach emergency services when needed, it affects not only the availability of services but also public safety. Considering that mobile communication is a service provided by private companies, and the state does not set specific technical solutions for each base station, the parties involved must agree on measures that will ensure a higher level of service continuity in the future. During the meeting, the parties also discussed the development of a solution for national roaming in emergencies. This solution would allow, in cases where one operator's network in a specific area is not functioning while another operator's infrastructure continues to operate, to use the available network regardless of the customer's original operator.
