A letter obtained by RFE/RL is dated July 30. It was signed by the European Commissioner from Latvia, Valdis Dombrovskis, the High Representative of the EU for Foreign Affairs and Security Policy, Kaja Kallas from Estonia, the European Commissioner for Defense and Space, Andrius Kubilius from Lithuania, the European Commissioner for Budget, Fraud Prevention, and Public Administration, Petras Auštrevičius from Poland, and the European Commissioner for Technological Sovereignty, Security, and Democracy, Henna Virkkunen from Finland. The authors of the letter note that the security situation in the Baltic states is deteriorating amid increasing airspace violations and drone incursions. "These incidents are already negatively affecting the business environment in the region and public confidence in security. To prevent further deterioration of the situation and enhance deterrence, significant and timely actions are necessary," the letter states. The main demand of the five European Commissioners is for additional funding. According to RFE/RL, this amounts to approximately 115 billion dollars, or about 100 billion euros. These funds are proposed to be directed to the Baltic states to strengthen their resilience and improve conditions for business and investment. Among the proposed measures are enhancing rapid response capabilities to disruptions in energy supply and threats to critical electricity and gas infrastructure. Additionally, it is proposed to create regional reserves of essential goods and civil protection resources, expand the network of shelters, and improve evacuation infrastructure. Particular attention is suggested to be given to preparation for hybrid and cyber threats, possible sabotage, and countering electronic and informational threats.
