The funds are intended to compensate VNĪ's expenses for the period from May 30, 2024, to December 31, 2025. According to the Ministry of Finance, VNĪ has already organized eight auctions for the sale of the building located at 7 Marijas Street. The starting price of the property has been reduced to €3.57 million. Inspections of the building were also conducted for potential investors, but no buyer has been found. VNĪ initially assumed that the sale of the property could take several years. The situation is influenced by the state of the market, the specifics of the property itself, and the interest of potential investors. The Ministry of Finance notes that the sale is complicated by the history of the building's use and its associated notoriety, as well as uncertainty regarding its future purpose, development opportunities, and potential legal restrictions. As long as the building is not sold and transferred to a new owner, VNĪ is obligated to ensure its maintenance and keep the property in proper technical and safe condition. Expenses include utilities, security, insurance, and other property management costs. VNĪ considered the possibility of covering the building's maintenance from other sources; however, income from its use is virtually non-existent. The property has not been transferred for use by third parties, except for two telecommunications operators who rent part of the roof for placing mobile communication antennas and equipment. It is worth noting that on January 11, 2024, the Saeima adopted a law providing for the transfer of the 'House of Moscow' into the ownership of the Latvian state.
