The project is being implemented on the order of the Ministry of Defense. In the Balvi, Alūksne, Ludza, Krāslava, and Augšdaugava regions, it is planned to equip anti-tank ditches and other infrastructure that should hinder the movement of military equipment. A total of about 27 kilometers of anti-tank ditches are to be created along the eastern border, and barriers known as "dragon's teeth" will be installed. For the priority works, 12.98 million euros have been allocated from the Ministry of Defense budget. The construction will take place in phases and, according to the current schedule, is expected to be completed by autumn 2027. VNĪ notes that after the completion of the project for the construction of the barrier on the eastern border, the enterprise will move on to the next stage — the direct creation of defense infrastructure. Before the start of the works, representatives of VNĪ and the Ministry of Defense met with the leadership of all five municipalities where the construction will take place. Among the main issues discussed were the condition of local roads, access to construction sites, and the preservation of drainage systems on agricultural lands. The municipalities and VNĪ agreed to regularly exchange information throughout the construction period. Residents will be informed in advance about the start of work in specific areas, as well as about possible traffic and access restrictions. The responsibility of contractors for the infrastructure used has been specifically stipulated. If access roads or drainage systems are damaged during construction, the builders will be required to restore them. The work will not be accepted until all obligations specified in the contracts are fulfilled.
