The origins of the case date back to 2013 but in 2022 a complaint was lodged the application (no. 22440/22) against the Republic of Latvia lodged with the Court under Article 34 of the Convention for the Protection of Human Rights and Fundamental Freedoms by Edvīns Trēgers.
