The investments are intended for the development of a network of shelters, ensuring the continuity of critical services, and enhancing the population's preparedness for crisis situations. Priority support will be provided to hospitals, for which it is especially important to maintain the ability to continuously provide emergency medical care during a crisis. As part of the "Local Development and Resilience" program, it is planned to adapt premises covering an area of 80,805 square meters for shelter needs, ensuring the possibility of sheltering at least 107,630 residents. It is also planned to install 35 generators in hospitals and state social care centers to ensure the continuity of critical services in case of power outages. The early warning system will be improved by installing 50 new alarm sirens. The measures will be implemented in cooperation with local governments, hospitals, state social care centers, and libraries. The total funding for the program amounts to €50.89 million, of which €43.3 million is provided by Iceland, Liechtenstein, and Norway through EEA grants, while €7.59 million is co-financed from the Latvian state budget.
