The Russian army launched a missile strike on Kyiv, one of the targets being CHPP-4. Ukrainian President Volodymyr Zelensky reported that a ballistic missile hit the power plant despite the operation of Ukrainian air defense. According to AFP, Zelensky expressed dissatisfaction with the lack of prior intelligence information from Western allies. Journalists from the agency in the Ukrainian capital heard several explosions. "The strike of Russian ballistic missiles on Kyiv. And once again, no early warning from our partners," the President of Ukraine wrote on Facebook. According to him, the main target of the attack was the energy infrastructure of the capital. "The main target was the energy infrastructure, specifically CHPP-4. Unfortunately, it was hit," Zelensky reported. Ukrainian air defense systems detected the ballistic missiles only on approach to Kyiv. Thus, the time for response was significantly less than if information about the launches had been received in advance. "This is absolutely unfair: when they destroy our infrastructure, and Ukraine does not even receive early warnings about ballistic missile launches," Zelensky emphasized. For Ukraine, the exchange of intelligence data with Western countries, primarily the United States, remains an important part of the defense system against Russian attacks. Such information allows for earlier detection of threats and preparation to repel strikes. The situation has repeated for the second time in a few days. On the evening of October 12, Ukraine also did not receive prior data about the Russian missile strike on Kyiv. Later, the American side explained the lack of warning by adverse weather conditions. Against this backdrop, reports emerged about possible disagreements between Kyiv and Washington regarding the exchange of intelligence information. The Financial Times previously reported that the U.S. threatened to limit the transfer of intelligence data and block arms supplies if Ukraine did not stop strikes on Russian oil refineries. There was no official confirmation of this information. The new attack occurred shortly after U.S. President Donald Trump's statement about a supposed agreement between Russia and Ukraine to cease strikes on energy facilities and oil refineries. On Sunday, Trump wrote about this on his social network Truth Social. However, by Monday, Zelensky stated that Russian strikes on Ukrainian energy infrastructure continued. "It was clear that Putin does not read Truth Social," commented the Ukrainian president. Thus, despite statements about a possible cessation of attacks on energy facilities, Kyiv again reported a missile hitting a power plant. Meanwhile, the issue of timely receipt of intelligence information by Ukraine from allies remains open. A Russian ballistic missile attack on Kyiv. Once again, no early warning from our partners. The main target was energy infrastructure, specifically CHPP-4. Unfortunately, it was hit. A residential building was also damaged, and rescuers are currently putting out a fire there. Our systems detected these missiles only when they were already virtually on approach to Kyiv. CHPP-4 is one of Kyiv’s key energy facilities. According to our intelligence, the Russians are preparing further ballistic missile launches. The facts show that the Russians do not consider themselves bound by what the President of the United States said. Ukraine supported an energy ceasefire. Russia is targeting yet another power plant and the lives of our people. And this is absolutely unjust: when they are destroying our energy infrastructure, and Ukraine is not even receiving early warnings about ballistic missile launches. It is important that the world does not stay silent about this. And it is important that the United States really see what is happening and who is responsible for this war continuing. Please stay safe tonight and tomorrow. We are working to replenish our air defenses with anti-ballistic missiles.— Volodymyr Zelenskyy / Володимир Зеленський (@ZelenskyyUa) October 13, 2026
