Russians who are abroad and evade the punishments prescribed by the Russian authorities will be included in an open registry similar to the list of foreign agents, said Oleg Sviridenko, the Deputy Minister of Justice of the country, to the state agency TASS on Thursday, October 22. "A special registry will be created on the official website of the Ministry of Justice of Russia, consisting of a list of individuals against whom temporary restrictive measures are applied, with the corresponding indication of the grounds for their application," the official stated. Citizens of Russia will be added to such a list at the suggestion of the Ministry of Internal Affairs, the FSB, the bailiff service, the Federal Tax Service, and the Prosecutor General's Office, and the bans will take effect the day after their inclusion. ## As noted by experts interviewed by The Moscow Times, the document announced by the Ministry of Justice contradicts the constitutional principle of equality before the law and the court. According to one of them, such a law could be applied against well-known individuals who are being persecuted for political motives. Another expert believes that the new rules will affect those who have property or sources of income left in the country. ## ## Repressive Measures by Russian Authorities: From Blocking Funds to Banning New Transactions The repressive law adopted in July 2026 applies to Russians who evade criminal punishment or punishment under certain administrative articles, including "discrediting the army," "violating legislation on foreign agents," and "participating in undesirable organizations." As TASS reminds, the document provides for 14 types of restrictions. Among them are "blocking of funds and other property, denial of public services, registration of rights to real estate and vehicles, provision of loans and remote services in banks, prohibition on concluding transactions, as well as the transfer of incoming funds to a special ruble account for the individual."
